Timothy Massad directs the Digital Assets Policy Project at the Harvard Kennedy School. He chaired the U.S. Commodity Futures Trading Commission from 2014 to 2017 and earlier oversaw the Troubled Asset Relief Program at the Treasury. His stablecoin work, including the 2025 paper Stable Foundations, argues for one federal framework so that digital dollars are safe wherever they are issued.
