Mayors for a Guaranteed Income
Network of 100+ US mayors running and advocating for guaranteed-income pilots — direct, recurring, unconditional cash payments. Grew out of Stockton's SEED pilot in 2020; partnered with the University of Pennsylvania's Center for Guaranteed Income Research. Pilots have run in over 100 cities (e.g. Ithaca, Rochester, Mount Vernon); as federal ARPA funding expired, members are pushing to make programs permanent (Cook County budgeted $7.5M). Active through 2026.
The flagship US basic-income pilot network — high policy and research relevance for the money-pilot map, but as pure fiat cash transfer it is structurally unaligned with M69's monetary design pillars.

Detailed Rating Breakdown
Issuance Model3x1.0
No monetary issuance at all — the network distributes existing US dollars, the archetypal debt-based state money; supply decisions are entirely external to the project.
Spending Power Stability2x2.0
Inherits USD stability wholesale with no mechanism of its own; recipients bear full dollar inflation (SPS-02 band 2 single-fiat reference).
Fiat Independence & Interoperability2x1.0
Entirely fiat: dollar payments over bank/debit rails, funded by government appropriations and philanthropy; no independence from fiat systemic risk and no transition path contemplated.
Traction2x3.0
100+ member cities, tens of thousands of cumulative pilot recipients since 2020, a dedicated academic research center (UPenn CGIR), sustained national media coverage into 2026, and real policy wins (Cook County institutionalization). Capped because the dollar remains the unit of account (TR-05 low) and adoption is subsidy-dependent by design.
Sovereignty1.0
Fully custodial fiat programs operating inside a single nation-state's legal framework, dependent on government and philanthropic funders; any funder or administration can halt programs.
Governance3.0
Formal nonprofit structure with published research methodology and transparent pilot results via CGIR; leadership is centralized and there is no participant governance.
Resilience2.0
The ARPA funding that powered most pilots had to be obligated by end-2024, and 2026 coverage shows members scrambling to keep programs alive — an acknowledged funding cliff, partially offset by moves to permanent local budget lines.
Inclusivity4.0
Squarely aimed at low-income and financially excluded populations with unconditional cash and strong evidence of impact (IN-03/IN-04 high); enrollment is restricted to selected pilot cohorts with identity verification, so universal access scores low.
