Rohan Grey teaches law at Willamette University and works on how money gets designed in law. He wrote the ECASH Act, a US bill that would have the Treasury issue digital cash on hardware devices, spendable offline with no account behind it. His point is that millions of American households run on cash alone, so a digital version has to work for them too. He also helped write the STABLE Act and the Public Banking Act.
